What you are never charged for
A seat is somebody who works here.
Most tools in this category count everyone with a login. So finance gives the client a PDF instead of an account, the client emails back asking which invoice it was, and the audit trail becomes a mailbox.
Four kinds of account are free here, and unlimited. The seat count in the product excludes them — it is a query, not a promise.

Questions people actually ask
- Do clients and vendors use up seats?
- No. Portal accounts for clients, vendors, candidates and auditors are free and unlimited, and the seat count in the product excludes them.
- What happens if we go below the minimum?
- You pay the minimum. A 12-person company on Growth is billed for 25 seats, and the product says so on the organisation screen rather than leaving it to the invoice.
- What if we outgrow a tier?
- The product tells you. A module outside your plan answers with a billing response carrying the upgrade path, not a flat refusal.
- Is security an upgrade?
- Never. Role-based access, the audit trail, encryption, backups, consent and export are on every plan including Starter. Enterprise adds SSO, API, custom roles, audit export and data region.
- Do disabled accounts cost anything?
- No. An ex-employee's record is kept for the audit trail and stops consuming a seat — charging for it would teach companies to delete their own history.
- Can we change plan later?
- Yes, and the product recommends it rather than waiting to be asked: the organisation screen shows your billable seats against the tier you are on.
